In early January 1946 spokesmen in Athens asked the Food and Agriculture (FAO) Mission for Greece to determine whether UNRRA assistance had helped. Mission representatives found the Greek economy dangerously weak, and warned that outside assistance would be necessary after UNRRA's scheduled termination on March 31, 1947. The Greek government should seek aid from the UN Economic and Social Council as well as the American and British governments.
